Yup I own both and the Exynos can be a little sluggish and my Z3580 tablet is still super snappy.
Frequency doesn't mean a whole lot without cache. The Atom has a separate D&I L1 cache, and more L2 cache than the Exynos, so the four extra threads are a moot point when the memory banks on the chip are blown away by the Atom. RAM does the "hands on" work. Intel wins this round.
