Yes, but REAL quad core like i5 ... i3 have four threads but two of them are fakes because just have 2 cores like a Pentium.
It would depend on the title, some games perform notably better like GTA V and Cities: Skylines, some are not programmed to use more than two cores. If you want to make a good choice (hope I'm not too late) you can look at the games you plan on playing and check benchmarks for them.

The MHz is exactly what the kit you are buying is specified, what you usually find to buy is ranging from 2133MHz to 3000MHz.
