While Ivy Bridge-EX was available with up to 15 physical cores per processor, double that with HyperThreading, Haswell-EX is increasing that to 18, or 36 simultaneous threads with HyperThreading.
The previous Ivy Bridge-EX flagship had 4.31 Billion transistors configured on a 541mm2 so its easy to tell that the Haswell-EP takes die size and transistor count to a new level.
The Xeon E5-2600 V3 lineup is going to be aimed at the HPC server and workstation market featuring 23 E5-2600 V3 SKUs including the flagship Xeon E5-2699 V3 which boasts 18 Cores, 36 threads, 45 MB of L3 cache and a high price of $4115 US.

However, it's not a case of the Haswell's L3 cache being a lot worse: the 20MB L3 cache of the Xeon E5-2667 v3 is only slightly slower than the Xeon E5-2690 and is still faster than the Xeon E5-2697 v2 (30MB).
Of course, those kind of bandwidth numbers only matter for specific HPC benchmarks as the L3 cache (30-45MB L3) will take care of most of the requests.
For a workstation or server builder, in the 2S market, Haswell-EP offers an unmatched combination of performance and features.
Obviously the efficiency improvements that you get with AVX code will more than make up for the clock speed differences.
